The San Francisco Metropolitan Transportation Commission has tried and failed to chart gridlock in the bay area for many years until recently when it identified a direct correlation to traffic congestion.
It was simple really, they just measured the correlation to the rise and fall and rise of the Dow Jones Industrial average compared to the number of drivers on the Bay Area Freeway and found exactly what they were looking for in the form of a Gridlock Correlation!
